Billy Spicer joined Tift County in 1980 to complete renovation of the courtroom and to construct the judges’ offices in the Charles Kent Administration Building. In 1983 Billy’s expertise in the electrical and plumbing fields landed him in the position of Building Inspector and Maintenance Supervisor for all county buildings. With the 1991 merger of county and city building inspections, Billy remained as Maintenance Supervisor for Tift County and was later promoted to Building and Grounds Director. Billy is married to Jo Ann Spicer who serves as the Chief Appraiser for Lowndes County. Billy enjoys spending time with his grandkids and fishing and hunting.
